Learners who have finished the GlobalEnglish Basic Level can understand and use simple greetings and self-introductions. Communicating basic personal information is not a problem. For example, learners at this level can give their names, tell people where they are from, and describe their daily routines. Learners can understand basic references to time, such as at six o'clock. Learners will be familiar with a wide variety of vocabulary on everyday topics, including food, feelings, social activities, and family.

Learners who have finished GlobalEnglish Level 1 can greet others and introduce themselves and others. In social conversations, they can understand and communicate a wide range of basic personal information, such as their hometown, their address, and their job title. Talking about their daily routines is not a problem and learners are able to describe activities that they like or dislike. Learners develop basic conversation-management skills at this level. For example, learners are able to ask for the spelling of a word, tell someone when they didn't understand something, and ask for repetition. Learners are able to read simple sentences and have a vocabulary of at least 250 words.

Learners who have finished GlobalEnglish Level 2 are can use a variety of basic language for practical daily tasks, such as making a hotel reservation, talking about travel plans, and asking for directions. Understanding basic written forms, such as transportation schedules and forms, is not a problem. Learners are also able to express a growing range of personal opinions and needs. They can make simple requests, communicate abilities with can and could, make basic suggestions, and talk about things that they have to do. They are able to understand and communicate simple descriptions of past events and future plans. Learners at this level have a vocabulary of at least 600 words.

Learners at this level are able to express somewhat complex feelings and ideas. They can apologize, respond to thanks, give advice, and ask for permission. In addition, they know the basic vocabulary needed to describe their workplace. They are able to understand correspondence on familiar topics.

Learners who have completed GlobalEnglish Level 5 are able to conduct basic business in English with only occasional problems. They can discuss job and company information, including details about their company's products, competition, and future plans. Their vocabulary is broad enough to allow them to participate in basic discussions about a variety of departments in their company, including marketing, research and development, and finance. They have the ability to communicate basic nuances of meaning, such as contrasts, possibilities, probabilities, and preferences. They are able to understand and use the basic telephone language needed for getting through to the appropriate person, leaving a message, and returning a telephone call. Learners at this level are increasingly confident using language needed to manage conversations, such as expressions for asking for additional information and responding to interruptions.

Learners who have completed Level 6 are able to complete somewhat sophisticated business tasks in English if their colleagues make some concessions for their language limitations. They can understand business presentations on familiar topics. In conversations and business discussions, they can understand and communicate descriptions of problems and solutions. It is easy for them to give basic advice, agree with ideas, and disagree. Their knowledge of conversation management techniques has developed to the point where they can begin to steer basic business conversations and discussions by introducing new topics and by summarizing information. With adequate advance preparation, learners at this level can participate in simple business negotiations, making and responding to offers. Understanding business information about the past, present, or future is not a problem. In readings on topics with which they are familiar, these learners are able to understand complex relationships of ideas, such as comparisons, contrasts, and cause and effect.

Learners who have completed Level 7 are able to communicate a variety of nuances in conversations and discussions. Expressing concern, sympathy, possibility, and necessity is not difficult for these learners. They are able to express some subtle degrees of meaning, such as making strong or weak and informal or formal statements. They can express strong and weak agreement and disagreement. They can also express strong, neutral, and weak opinions. In discussions on familiar topics, they have the necessary skills to move discussions forward and help a group avoid misunderstandings by asking for additional information, confirming areas of agreement, or asking for clarification. Their telephone skills are relatively sophisticated, especially when these learners are dealing with familiar people and situations. Because of a rapidly growing vocabulary, these learners are able to read a wide variety of correspondence and proposals on familiar topics. They are able to understand the main ideas and important details of magazine and newspaper articles. Listening to English broadcasts on the radio or on television is challenging, but they are able to understand many of the key themes and details.

Learners who have completed Level 8 have a firm grasp of English grammar. They have mastered all of the crucial grammar structures and concepts. Learners at this level are comfortable taking an active role in business discussions on familiar topics and can perform some relatively complex tasks in these discussions. For example, they can introduce specific points, discuss possibilities, make or oppose a proposal, and ask for and understand reports of previous discussions. They are also able to interrupt the flow of discussion to introduce new points and lead the group back to the main point after interruptions. Summarizing previous discussions is not difficult for learners at this level. These learners' vocabulary is extensive, including the majority of common words in English and a large number of words and expressions that are needed in their fields of expertise. In reading, these learners are able to read newspaper and magazine articles on a wide variety of subjects, understanding the main ideas, the most important details, and some information that is implied, but not directly stated. They are able to understand the main ideas and most important details of radio broadcasts.

Learners who have completed Level 9 have mastered a large body of English vocabulary and grammar. Their listening, reading, and speaking skills allow them to participate actively in a wide variety of business and non-business situations. In addition, they are aware that situations in which they are communicating in English with people from other cultures can lead to problems. They have read and heard many examples of intercultural communication problems and they have the language to help them avoid these types of problems. For example, they know how to politely ask and decline to answer personal questions. They can give positive and negative feedback appropriately. They have the language necessary to interrupt politely and respond to interruptions. In addition, when there are misunderstandings, these learners have the language necessary to confirm and clarify their own and others' ideas and proposals. Learners at this level are able to understand long conversations and discussions, even when there are some unfamiliar words and expressions. They can read long articles and proposals, although when they are reading extremely technical material, they need dictionary support for a few unfamiliar words.

Learners who have completed Level 10 have the language necessary to deal with complex and rapidly changing situations in English. They can respond appropriately to unexpected information and can propose or ask for contingency plans. They are able to push a process or proposal forward by emphasizing the need to act quickly. They are also able to delay a decision or process. In most business situations, they are able to express subtle opinions, such as communicating qualified approval for or moderate reservations about a proposal. Learners at this level are able to participate fluently in most conversations and discussions on a variety of topics, including work and current events, in person and on the telephone. They can understand most authentic texts and broadcasts with only occasional problems if the topics are unfamiliar or extremely technical.
